ADB, Mitra Plumbon Healthcare Sign Sustainability-Linked Loan to Expand Inclusive Healthcare in Indonesia
JAKARTA, INDONESIA -- The Asian Development Bank (ADB) has signed a loan of up to Rp415 billion (equivalent to $25 million) with PT Mitra Plumbon Healthcare (Mitra Plumbon)--a private healthcare provider--to expand access to affordable and quality health care in underserved areas of West Java and Central Java, Indonesia.
The financing will support the construction of a new hospital in Batang, Central Java, and a new outpatient building in an existing hospital in Cirebon, West Java, strengthening service delivery for patients covered under Indonesia's national social health insurance program, Jaminan Kesehatan Nasional (JKN).
Indonesia's hospital bed density remains among the lowest in Southeast Asia, with significant regional disparities. While Jakarta and major urban centers are relatively well served, many fast-growing secondary cities continue to face shortages in hospital infrastructure, long travel times, and limited access to specialized care.
"Sustainable development can only be achieved when people are healthy," said ADB Country Director for Indonesia Bobur Alimov. "While Indonesia has made significant progress toward near-universal health insurance coverage, access to quality hospital care can still be strengthened in some areas. This project will help address critical gaps in hospital capacity. By working together with Mitra Plumbon, we aim to ensure high-quality health care reaches the communities that need it most."
The project will add 350 hospital beds, create new jobs for local communities, and expand inpatient and outpatient services in regions where hospital bed density remains low. Mitra Plumbon currently operates seven hospitals in West Java and serves a predominantly JKN-insured patient base. In April 2025, its main hospital in Cirebon with more than 700 beds became the first private hospital in the region to receive Joint Commission International accreditation, an internationally recognized standard for hospital quality and safety.
The loan is structured as a sustainability-linked loan--the first of its kind in Indonesia's healthcare sector--with financial incentives tied to the achievement of environmental, social, and gender-related performance targets. These include the introduction of solar energy at hospitals, increased employment of female doctors and nurses, and expanded access to health services for JKN-insured patients. The loan has been certified through second-party opinion provider DNV.
ADB will also support the introduction of gender-based violence response protocols at the new Batang hospital, including staff training and referral mechanisms to ensure survivors can access appropriate health and support services in a safe and dignified manner.
"As a private hospital operator focused on JKN patients, our mission is to deliver high-quality care where it is most needed," said Mitra Plumbon Chief Executive Officer Festus Susilo. "Partnering with ADB enables us to expand our service capacities, strengthen our sustainability practices, and improve health outcomes for communities in West and Central Java."
Mitra Plumbon Healthcare was established in 2003 and currently operates seven hospitals in West Java with over 2,700 beds. More than 80% of its patients are JKN-insured patients. The company has grown steadily over the past two decades by investing in modern facilities, IT systems, and professional management, building a strong platform to deliver reliable hospital services in regions with limited private health care infrastructure.
ADB is a leading multilateral development bank supporting inclusive, resilient, and sustainable growth across Asia and the Pacific. Working with its members and partners to solve complex challenges together, ADB harnesses innovative financial tools and strategic partnerships to transform lives, build quality infrastructure, and safeguard our planet. Founded in 1966, ADB is owned by 69 members--50 from the region.
