Kaiko Systems PSC data highlights risks ahead of new cargo securing inspection campaign
Maritime technology provider, Kaiko Systems, latest Port State Control analysis has found that vessels using its platform averaged 1.30 deficiencies per inspection, compared with a market rate of 2.56, as shipowners prepare for a new concentrated inspection campaign focused on cargo securing.
The study, covering 880 contracted vessels and using published PSC inspection records, also found that 56% of inspections involving Kaiko customers closed with zero deficiencies, compared with 43% across the market. None of 16 previously detained vessels included in the study were re-detained after joining the platform. The figures reflect results seen among its customers rather than guaranteed outcomes, and its customers self-select as quality operators.
The findings come ahead of the Paris MoU and Tokyo MoU Concentrated Inspection Campaign (CIC) on cargo securing, which will run from 1 September to 30 November 2026 and will be carried out alongside routine Port State Control inspections. During the Tokyo MoU's 2016 CIC on cargo securing, 4,260 relevant inspections were carried out, with almost 500 recording cargo securing deficiencies and 19 vessels detained directly as a result.
Fabian Fussek, co-founder and CEO of Kaiko Systems, said: "Cargo securing is the kind of area where relatively small gaps in preparation can quickly become a problem during an inspection. What we want to avoid is simply giving seafarers another checklist. The important thing is helping them understand what an inspector is likely to focus on, where the gaps are onboard and what needs attention before the vessel arrives in port."
Kaiko Systems will examine the new campaign in a free Cargo Securing CIC 2026 Readiness Webinar on Thursday 20 August. The 60-minute session will work through the published campaign questions, examine areas of inspection exposure and demonstrate how port-specific vessel preparation and fleet-level readiness can be managed digitally. Kaiko Systems' platform enables crews to collect structured evidence onboard while giving shore teams a fleet-level view of inspection readiness and exposure. Its Port State Control tools are designed to help operators move away from generic preparation towards preparation based on the risks associated with individual vessels and port calls.
